Top 5 lenders/donors, accounting for 95% of all external financing in 2023:- EU – $19.68 billion (loan); USA – $10.95 billion (grant); IMF – $4.48 billion (loan); Japan – $3.63 billion (guaranteed loan and grant); Canada – $1.76 billion (loan).
Grants (non-repayable assistance) amounted to 27% of total external financing of the budget. The overwhelming majority of them (94%) were provided by the United States.
According to Getmantsev, December became the second month in terms of revenues this year (the most was only in April). This acceleration allowed:

Consequently, there is a sufficient level of external financing, taking into account the intensification of the placement of government bonds by the end of the year,” he said.
Getmantsev noted that it should also be taken into account that part of the planned expenses is traditionally underfunded. In 2013 – 2022 The average level of implementation of the plan for general fund expenditures was 97%, including in 2022 – 92% (for 11 months of 2023 – 93%).
