By the end of 2023, the general and special funds of the state budget received UAH 2.67 trillion in taxes, fees and other payments. At the same time, cash expenditures of the state budget amounted to more than 4 trillion hryvnia. This was reported by the press service of the Ministry of Finance.

Results of the year
In particular, the general fund of the state budget in 2023 received more than 1.66 trillion hryvnia of taxes, fees and other payments. At the same time, general fund spending totaled $3.03 trillion. UAH
At the same time, an important source of state budget revenue last year was the funds received by Ukraine in the form of international assistance (grants): their volume at the end of the year amounted to 425.4 billion hryvnia.
As a result, for 2023 the state budget executed with a deficit in the amount of UAH 1.33 trillion, including the general fund in the amount of UAH 1.36 trillion against the planned deficit of the general fund for 2023 in the amount of UAH 1.83 trillion.
Government borrowings
Actual government borrowing into the general fund of the state budget for 2023 amounted to 1.68 trillion. UAH, or 73.7% of what was planned for this period.
In particular, 552.6 billion UAH were raised from the placement of government bonds to finance the state budget, including 164.1 billion in foreign currency UAH ($3.68 billion and 735.8 million euros). At the same time, 281.8 billion hryvnia were raised through the issue of military government bonds.
UAH 1.13 trillion (or $30.9 billion) came from external sources, including 714.9 billion UAH (18 billion euros) from the EU and 164 billion UAH (3.3 billion SDR) from the IMF.
At the same time, payments to repay public debt in 2023 amounted to 436.5 billion UAH (95.8% of the plan), maintenance payments – 247.4 billion UAH (93.3% of the plan).
In addition, 478.1 billion UAH last year went to the Pension Fund and social funds insurance in the form of unified social contribution, including UAH 53.1 billion in December.
We would like to remind you that the state budget of Ukraine in 2022 was executed with a deficit of UAH 911.1 billion, including the general fund – 909, 5 billion UAH.
