The Verkhovna Rada Committee on Finance, Tax and Customs Policy recommended that the Rada adopt as a basis bill No. 10380, which significantly reduces the human factor in the process of customs clearance of passenger cars and transfers this process to “Diya”. This was announced by the head of the committee, Daniil Getmantsev.

“The bill was developed with the aim of ensuring the convenience of submitting an electronic customs declaration for customs clearance of a passenger car through the use of the Unified State Web Portal of Electronic Services during the period before Ukraine acquires EU membership status,” Getmantsev noted.
According to him, the bill involves a model for customs clearance of cars, which eliminates the possibility of manipulating the cost of a passenger car.
Getmantsev said that with the introduction of a new model, the following schemes will be eliminated:
- indicating non-existent damage and malfunctions passenger car; modifications to a passenger car; forgery of passenger car purchase and sale agreements (bills of sale, invoices); changes in odometer readings (artificial increase or decrease in mileage of a passenger car).
The bill provides for the introduction of the possibility of submitting an electronic customs declaration using the Diya portal before Ukraine enters into membership status in the European Union, which will simplify and speed up the process of customs clearance of passenger cars, making it more accessible and convenient for citizens and enterprises.
In particular, the provisions of the draft Law propose:
- provide for the possibility of providing an electronic customs declaration using the Diya portal; introduce an electronic database for adjusting the customs value of vehicles, which will contain information on the customs value of new passenger cars, taking into account the make, model, engine cylinder capacity and fuel type; introduce a mechanism for adjusting the customs value of used passenger cars, which will be applied in the case when the declared customs value of a used passenger car is less than the cost of a passenger car identical in brand, commercial description (model) and characteristics (year of manufacture, type and engine size) contained in Database.
Detailed algorithm for customs clearance through “Diya”
In general, the entire customs clearance process will be online. “Diya” will even help you fill out a customs declaration by pulling up information about the car by VIN code.
