More than 7.8 thousand Ukrainians are on the Register of gambling addicts. The number of people with restrictions due to gambling addiction has doubled in the first six months of 2024. This was reported by Opendatabot with reference to data from the Gambling and Lotteries Regulation Commission (KRAIL).

4,585 people were added to the register in the first six months of 2024. This is 18% more than in the previous 2.5 years. The register is replenished by an average of 760 people every month.
For comparison, in the first half of 2023 this figure was 115 people, and in the first year of the full-scale invasion – only 26 people per month.
A record was set in April 2024, when 1,041 new people were added to the Register.
In total, 8,456 people with gambling addiction have been included in the Register in the three years of its existence. Most of the gambling addicts were included in the list in the first six months of 2024.
Over the entire period of the list’s existence, 582 people have been excluded from it, the majority of whom — 71% — in 2024.
Who can end up in the Register
Currently, Ukrainians can end up in the Register of Gambling Addicts in three cases:
- by independently submitting an application for self-restriction, by decision of the KRAIL based on an application for restriction from relatives, by a court decision.
The vast majority of citizens — 99% — were included in the register by self-restraint. Only 1% of gambling addicts were included by decision of the KRAIL, while not a single person was registered by a court decision.
So far, there are no clear statistics in Ukraine regarding the real number of citizens with gambling addiction, and the figures from the corresponding register do not reflect the full picture — in particular, people playing in online casinos.
Creditors will receive information from the Register of gambling addicts
According to the NBU, from July 25, credit history bureaus that have entered into agreements on information interaction with KRAIL will be able to gain access to the Register of Gambling Addicts.
“Credit history bureaus will transfer free of charge to creditors information about individuals who have restricted access to gambling establishments and/or participation in gambling, and their use of credit funds to place bets,” the statement says.
As noted by the NBU, this is provided for by amendments, in particular, to the Law “On Consumer Lending”, which prohibit concluding a consumer loan agreement with individuals included in the Register and who have used credit funds to place bets.
The legislation also obliges the creditor to check the availability of such information in the Register by contacting the credit bureau when concluding a consumer loan agreement. stories.
