Ukrainians are to be exempted from the pension tax when purchasing housing in exchange for the “eVidnovlennia” housing certificate, and the compensation funds can be used to pay off a loan to purchase new real estate instead of the destroyed one.

In addition, it is proposed to cancel the requirement to inspect housing located in an area unsuitable for living, and to introduce liability for the misuse of compensation funds.
The corresponding bill, No. 11444, has been registered in the Verkhovna Rada, said the Chairperson of the Verkhovna Rada Committee on the Organization of State Authority, Local Self-Government, Regional Development and Urban Development, and the head of the Servant of the People party, Olena Shulyak.
It is proposed that citizens of Ukraine who purchase housing using eVidnovlennia funds do not pay a fee for mandatory state pension insurance.
In addition, current accounts opened for crediting compensation cannot be seized or collected within the framework of the implementation of the Law “On Enforcement Proceedings”. The exception is situations when compensation was received illegally and must be returned in full.
“The document also sets out the procedures for recognizing a populated area as a territory unsuitable for life and, accordingly, housing located there is equated to a destroyed object. An inspection of such housing is not required to receive compensation,” Shulyak emphasized.
In addition, Bill No. 11444 proposes that the “eVidnovlennia” compensation could be used to pay off a loan for the purchase of or investment in a residential property, or the land on which such a property is located.
It is assumed that compensation for damaged or destroyed real estate, which is encumbered by a mortgage, is provided subject to the consent of the creditor.
In addition to simplifying the procedure for receiving compensation, bill No. 11444 more clearly spells out both the conditions for its provision and non-provision. In particular, such grounds are attached for refusing to submit an application for an object that was not damaged or destroyed as a result of Russian armed aggression. Moreover, liability is established for the improper use of funds from the “eVidnovlennia” compensation.

Recently, bill No. 11440 was registered in the Verkhovna Rada, which proposes to simplify the process of receiving “eVidnovlennia” compensation for citizens whose housing is not included in the State Register of Rights.
Previously, in such a case, it was necessary to contact the Bureau of Technical Inventory (BTI) for an extract on the right of ownership of housing. But if it was impossible to obtain this extract from the BTI for one reason or another, the only option to prove your ownership and, accordingly, the right to compensation was the court.
