The EU Council has adopted its position on negotiations with the European Parliament on a regulation that will introduce duties on agricultural products, as well as on certain nitrogen fertilizers from Russia and Belarus. This is stated on the website of the European Council.

The tariffs are expected to reduce Russian export revenues and limit Russia's ability to finance its aggressive war against Ukraine.
Earlier, in 2023, the EU had already introduced tariffs against certain types of agricultural products from Russia, in particular grain crops, but at that time these protective measures covered only 15% of Russian agricultural exports. Once the new tariffs are introduced, all agricultural products originating from Russia will be subject to them.
It is noted that in 2023, imports of relevant fertilizers from Russia amounted to more than 25% of the EU's total imports of about 3.6 million tons, worth 1.28 billion euros.
These duties are intended to reduce dependence on Russia and Belarus and to increase domestic production and support the EU fertiliser industry, while ensuring that Russia does not gain commercial benefit from continuing to export to the EU.
They will also allow for the diversification of supplies from third countries to create a stable supply of fertilizers and ensure the availability of fertilizers for European farmers. The increase in fertilizer tariffs will be gradual over a transition period of three years.
Once the European Parliament has taken its position, the Council of the EU will be able to formally adopt the new regulations by qualified majority vote.
