Minimum wage in Ukraine will remain unchanged in 2025 — Shmyhal

The Ukrainian government will not raise the minimum wage this year, despite the increase in expenses for maintaining civil servants. This was stated by Prime Minister Denys Shmyhal during the “Question Hour to the Government” in the Verkhovna Rada.

No change in budget

Shmyhal explained that the 2025 budget does not provide for an increase in the minimum wage, which will remain at 8,000 hryvnia, as in the past. “We do not plan to increase it this year,” he noted, answering a question about the disproportion between the 41% increase in civil servants' salaries in 2024 and the lack of changes in assistance to displaced persons and minimum payments.

Context and criticism

The statement comes amid debates about budget spending priorities, as rising government salaries contrast with static social standards for other categories of citizens. The government has not yet explained how it plans to balance these expenses in the face of economic challenges.
