The initial version of the document, presented by the government contained a number of strict rules, but the relevant committee made changes to it, which, as it turned out, caused some confusion after the vote.
The committee's decision was made on April 8, according to committee chairman Sergei Ionushas. The main comments concerned the amount of fines provided for in the bill.
Initially, fines for violation of military registration in times of peace and martial law were supposed to be in the following limits: from 3,400 to 5,100 hryvnia in peacetime and from 17,000 to 25 500 hryvnia for repeated violation or in wartime.
Similar fines for violation of the legislation on defense and mobilization were expected to range from 5,100 to 8,500 hryvnia for citizens and from 17,000 to 34,000 hryvnia for officials and legal entities in peacetime, and during hostilities — from 17,000 to 25,500 hryvnia and from 34,000 to 59,000 hryvnia, respectively. However, the fines proposed by the committee are significantly lower than the government originally planned.
On the issue of liability for refusal of a medical commission (VMC), the committee recommended maintaining the existing rules without the threat of imprisonment for a term of 3 to 5 years. However, prison penalties for evading conscription for military service during mobilization remain.
In addition, the committee proposed reducing the period for applying administrative penalties for violating accounting rules and evading mobilization from three years to one year, starting from the moment committing a violation.
