«The Kremlin has probably decided to declare an anti-terrorist operation — as opposed to martial law, to reduce the scale of the Ukrainian invasion of the Kursk region and prevent internal panic or negative reaction. This demonstrates the Kremlin's reluctance to take more radical measures in response to the situation, analysts at the Institute for the Study of War noted.
The Institute noted that declaring martial law, in particular, would allow the Russian authorities take more radical measures, such as banning rallies and demonstrations, imposing a curfew and organizing the production of defense products for the military.
However, according to analysts, the Kremlin dictator is not officially declaring martial law in order to avoid a full transition to martial law and prevent discontent in society that could threaten the stability of his regime.
