As stated by UNHCR representative Caroline Lindholm Billing, the organization is facing an acute shortage of financial resources necessary to support Ukrainians this winter.
“Our organization does not have enough funds to cover Ukraine's needs this winter,” the UN representative openly stated.
Currently, the UN agency has only 47% of the required budget, which is significantly less than compared to last year, when the program's funding was 70%.
The situation is aggravated by ongoing hostilities and shelling, which is causing new waves of internal displacement. There are currently about 3.6 million internally displaced persons (IDPs) in the country ). Billing specified that since August 1, about 99 thousand people were forced to evacuate or leave the frontline areas of the Donetsk region. This highlights the scale of the humanitarian problem Ukraine faces.
Despite the lack of funding from the UN, some countries are providing assistance. For example, the budget committee of the German Bundestag approved a €70 million aid package for Ukraine on September 25. These funds will be used to support the heat and electricity supply sector, which is extremely important in the conditions of the approaching winter.
Speaking about the tightening of living conditions, it is worth noting that in Ukraine the mobilization age may be reduced to 20 years: the Rada gave a warning.
