As part of the strategic preparation for a new stage of the war in the fall of 2024, Ukrainian President Volodymyr Zelensky held two key meetings with the heads of Ukrainian intelligence services.

During the talks, priority issues of national security and interaction with international partners were discussed. On October 1, Volodymyr Zelensky met with the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Kirill Budanov.
Budanov, known for his experience and deep understanding of enemy actions, presented the president with an analysis of the current situation on the front and strategic forecasts for the coming months. The main focus was on preparations for the next meeting of Ukraine's allies in the “Ramstein” format, which is planned for the near future.
The Rammstein format, which has already become the central platform for discussing military assistance to Ukraine, will be decisive in determining further steps by the international community. Zelensky and Budanov discussed how to most effectively convey important information to partners about the real needs of the Ukrainian Armed Forces (UAF). The main emphasis will be on:
- the situation at the front;
- prospects for further operations;
- urgent needs for weapons and technical support.
Zelensky stressed the importance of developing a clear line of communication with allies to ensure sustainable support for the Ukrainian Armed Forces.
On October 2, the President continued his strategic work by meeting with Oleh Ivashchenko, head of the Foreign Intelligence Service of Ukraine. Unlike the internal work of military intelligence, foreign intelligence focuses on monitoring Russia's plans and actions in the international arena.
The meeting discussed the Russian Federation's immediate plans for the war in the fall of 2024. An important aspect of these talks was the analysis of Russia's possible tactical steps and geopolitical maneuvers aimed at continuing the conflict and destabilizing the situation in Ukraine.
President Zelensky made it clear that Ukraine is preparing not just for defense, but to actively counter any actions by Russia.
«We will act tough. We are working on the intentions of the enemy. We are preparing to counteract in the way that will be most useful for the protection of Ukraine, for the protection of the lives of our people, Zelensky said.
