In the context of the ongoing mobilization campaign in In Ukraine, citizens liable for military service received new rules regarding reporting to territorial recruitment centers upon receipt of summonses.
This was reported by URA-Inform with reference to the Facebook page of the Kherson Regional State Administration.
It is noted that the above-mentioned changes concern both the process of delivering summonses and the established deadlines for appearance. According to the latest data from the Kherson Regional Military Administration, Ukrainians liable for military service are required to appear at the TCC within 14 days of receiving the summons via Ukrposhta. Otherwise, they will face administrative liability and possible police search.
One of the significant innovations was the use of the state postal service “Ukrposhta” for sending out summonses. This process is automated by using electronic signatures of the heads of territorial recruitment and social support centers, as well as the integration of unique QR codes for identifying recipients. The QR code allows you to instantly confirm the authenticity of the document, which simplifies the process of tracking and identifying military personnel.
An important change in the new system concerns the period given to conscripts to appear at the TCC. From the moment of receiving a summons via Ukrposhta, a citizen liable for military service is required to appear at the territorial center within 14 calendar days. In case of failure to appear, his data is transferred to the police for search, and administrative liability in the form of a fine is imposed.
The fine for failure to appear varies from 17 to 25.5 thousand hryvnia, which can become a significant financial burden for violators. It is important to note that the fine must be paid within 15 days. If the conscript fails to comply with this requirement, his case is transferred to the enforcement service, which can impose additional sanctions, such as blocking bank accounts and doubling the fine.
Administrative measures applied to conscripts for late appearance at the TCC include not only fines, but also a possible search by the police. This innovation is aimed at strengthening control over the fulfillment by citizens of their obligations to the state, especially in the context of the current mobilization campaign.
Against this background, the military commissar managed to explain the essence of the “busification” of Ukrainians, calling it a myth.
