NATO Secretary General Mark Rutte said that the Alliance “takes note” of the proposed plan for Ukraine's victory, but refrained from making specific comments on its content.

He noted that in order for Ukraine to join NATO, it is first necessary to clearly demarcate its borders so that it becomes clear how Article 5 of the NATO Charter on collective defense will operate. In particular, speaking at a press conference in Brussels, Rutte emphasized that the plan contains both political and military aspects that require careful discussion with Ukraine for implementation.
“This plan contains numerous issues that require discussion with the Ukrainians to understand its essence and assess what can be implemented and what cannot,” Rutte said, adding that the allies remain in close contact with Ukraine to determine further steps.
He stressed that NATO is currently focused on supporting Ukraine in regaining control over lost territories and strengthening its position for possible future negotiations. Rutte declined to disclose details of the plan, noting that some issues require further clarity. At the same time, he noted:
«I can't give you all the information at the moment».
Regarding Ukraine's membership in NATO, he stressed that this issue remains on the agenda, but did not voice specific terms. He assured that Ukraine will one day become part of the Alliance, but for this, a clear understanding of the conditions and terms is needed.
