Russian edition Kommersant, citing its own sources, reported that the authorities of the aggressor country, the Russian Federation, are discussing with regional authorities preparations for ending the war with Ukraine (in Russia it is called a “special military operation”, or “SMO”).

The publication cites details of a recent seminar that the Putin administration, with the participation of First Deputy Head of the Presidential Administration Sergei Kiriyenko, held at the end of November for vice-governors. Among other topics, they touched upon preparations for ending the war in Ukraine.
“The Presidential Administration proceeds from the fact that the end of the “SVO” will happen and we must be prepared for it,” the newspaper's source said.
The vice-governors were told that “the future results of the “SVO” should be regarded in society as a victory.”
The Kremlin recommends that regional authorities focus on this issue not on “angry patriots” and not on “liberals”, who have their own interpretations of how the war should end. But on «a calm majority», which will be satisfied with the achievement of the goals outlined by Putin («denazification and demilitarization» of Ukraine), as well as the retention of the captured territories by Russia.
«This majority must be maintained and expanded», — the newspaper conveys the Kremlin's recommendations to the vice-governors of the Russian Federation.
By “new territories” in the aggressor country, they usually mean the Ukrainian Crimea, Donetsk, Luhansk, Zaporozhye and Kherson regions, part of which are occupied by Russia.
