The Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets reported that the war has significantly reduced the population of Ukraine.

However, the same trend may continue for another two decades.
“Due to the war, the population of Ukraine has significantly decreased – from 42 million in 2022 to 35.8 million in 2024,” the ombudsman noted, citing data from the Institute of Demography and Quality of Life Problems of the National Academy of Sciences.
The official noted that the demographic situation in the country is unlikely to improve in the near future, since, according to experts' forecasts, by 2051 the population of Ukraine could decrease to 25.2 million.
“In response to this demographic situation, in 2023, the “On Amendments to Certain Laws of Ukraine Regarding Ensuring the Right of Military Personnel and Other Persons to Biological Paternity (Maternity)” was adopted, which provides for state funding for the storage of reproductive cells of Defenders in the event of injuries that affect reproductive functions,” Lubinets noted.
He added that in 2024, for the first time, within the framework of the medical guarantees program, infertility treatment with assisted reproductive technologies was introduced, in particular, 20 contracts were concluded with medical institutions, which were used by 1,080 people. UAH 106.5 million has been allocated for the implementation of the program.
The Ombudsman also noted that Ukraine should strengthen citizen awareness of the possibilities of state medical guarantees and improve the legislation on biological paternity, including changes to the Civil Code of Ukraine, the Family Code of Ukraine and the Law of Ukraine “On the Social and Legal Protection of Military Personnel and Members of Their Families.”
Olha Bogomolets also warned with a prediction that the Ukrainian nation could disappear.
