Analysts at the US Institute for the Study of War concluded that China had provided a platform for their dissemination, in particular under the guise of calls for peace. They noted that Xi continues to support the Kremlin's rhetoric that justifies aggression against Ukraine and calls for Ukraine's capitulation.

During the talks, the Chinese leader repeated his country's standard position on the war in Ukraine, calling for “de-escalation” and touting the China-Brazil “Friends of Peace” initiative, which effectively serves as support for Russia.

Medvedev, for his part, said Russia was ready to negotiate with Ukraine, but only if the Ukrainian government recognized “the realities on the ground” – that is, its de facto capitulation to Russia.

“Medvedev backed up these demands with a reference to Putin's statement from June 2024, in which he said that Ukrainian troops must “completely withdraw” from the Ukrainian-controlled territory of Donetsk, Luhansk, Zaporizhia and Kherson regions before Russia would agree to enter into negotiations,” — the ISW report says.

It is worth noting that the Russian version of “negotiations”, which takes into account “the realities on the ground”, requires Ukraine to give up almost 20 percent of its territory and millions of people who live under Russian occupation.”
