Ukrainian government approved two bills that improve the legal regulation of mandatory evacuation of the population. They were developed by the Ministry of Internal Affairs of Ukraine.

Press service The Ministry of Internal Affairs of Ukraine, citing Deputy Minister Bohdan Drapiaty, noted that the draft laws provide for the following provisions:
— military administrations may declare mandatory evacuation from combat zones at the suggestion of the military command;
— mandatory evacuation may be general or concern only certain categories of the population: children, the elderly or persons with disabilities;
— mandatory evacuation of children is carried out together with one of the parents, a person replacing them or other legal representatives; evacuation is carried out by guardianship and trusteeship authorities with the involvement of the National Police;
— if parents refuse mandatory evacuation of children, it is carried out by the National Police with the transfer of children to guardianship and trusteeship authorities.
The decision on mandatory evacuation of children by force is made by the regional military administration at the suggestion of the military command and in agreement with the Coordination Headquarters for carrying out evacuation activities,” Drapyaty emphasized.
In addition, the documents propose establishing administrative liability for violating the requirements of martial law. In particular, the new Article 210-2 of the Code of Administrative Offenses provides for liability for violating the rules of entry and stay in populated areas where mandatory evacuation is ongoing, without the appropriate passes or certificates.
