Kazakhstan, Azerbaijan, Israel and the UAE have announced the cancellation of flights to Russia, demanding recognition of responsibility for the downed plane and the provision of safety guarantees for flights over Russian territory.

Russian opposition journalist Ivan Yakovina explains that providing such guarantees effectively means Russia's refusal to use air defense missiles against Ukrainian drones in areas not closed to aircraft traffic. According to him, Putin is effectively being told:
“You have a no-fly zone over the Russian Federation along the entire perimeter of the Ukrainian border. We respect it, we don't fly there. Shoot whatever you want at whomever you want: we don't care. But you are obliged to stop regularly firing air defense missiles over the territory where you yourselves have already permitted international passenger flights. Otherwise, we won’t fly to you, and we won’t let your planes in.”
The journalist added:
This is a very tough condition for the Kremlin. If it is met, then practically the entire territory of the Russian Federation will be open to strikes by Ukrainian drones. And if it is not met, then the already weak aviation connection with the rest of the world will disappear.
According to Yakovlev, Russia has been given a deadline to meet these conditions — approximately until the New Year. Otherwise, there will be mass restrictions on flights to and from Russia.
