Prime Minister of Ukraine Denis Shmygal recalled that on January 1, the Medical and Social Expertise Commission (MSEK) finally ceased its activities in Ukraine.

“On January 1, on the instructions of the President of Ukraine Volodymyr Zelensky, an important reform of medical and social expert commissions began, which will continue and will be improved throughout 2025,” he said.
At the same time, he noted that the MSEC is being replaced by an assessment of the daily functioning of a person, which is carried out by expert teams of practicing doctors in multidisciplinary hospitals.
The assessment can be:
— in person;
— in absentia;
— remote;
— at the place of stay or treatment.
According to the Prime Minister, from now on all information will be recorded in an electronic system. 291 healthcare institutions have already been identified, where more than 1,476 expert teams of more than 5,000 practicing doctors have been formed.
Shmyhal also added that as of the evening of January 1, 2025, more than 40 thousand cases, the consideration of which was delayed in the Medical and Social Expertise Commission, have been transferred to expert teams. These cases will be considered in the first quarter of 2025. An electronic system has also been launched and more than 30 thousand cases have been digitized.
«Medical and Social Expertise Commission Reform — this is not only a change in an outdated system, but also the beginning of a large-scale process of transforming state support, which should help a person return to the most active and fulfilling life possible in society,” the Prime Minister emphasized.
Also, in Ukraine, from January 1, 2025, the rules for the provision of medical services will change.
