Strategic Coordinator White House National Security Council Communications Director John Kirby was asked at a briefing for journalists to comment on whether the latest US sanctions against the Russian oil sector are part of a strategy for negotiations to end the war in Ukraine.

He responded that at the moment, neither side of Russia's full-scale war against Ukraine is ready for settlement talks. Therefore, the current sanctions of the United States of America against the Russian oil sector will not affect the process in any way.
“The introduction of sanctions against the Russian Federation was not done with the expectation that it would become a bargaining chip a coin that can be taken off the table when Ukraine wants to sit down at that negotiating table. There is no expectation right now that either side is ready to negotiate,” — he emphasized.
The White House coordinator also emphasized that the decision to impose new sanctions was based on forecasts for energy markets. At the same time, he confirmed that the United States had previously postponed large-scale sanctions in this area for in order to keep domestic energy prices from rising.
