Pre-trial investigation launched against Umerov: what happened became known

The National Anti-Corruption Bureau of Ukraine has initiated an investigation against Defense Minister Rustem Umerov.

This was reported by URA-Inform with reference to Suspilne.

The basis for opening the case was a statement from the Anti-Corruption Action Center (ACAC), sent to the bureau on January 27. The statement indicates possible abuse of office, which is classified under Part 2 of Article 364 of the Criminal Code of Ukraine.

On January 25, it became known that the CPC filed a complaint with the NABU against the actions of the Minister of Defense in connection with the incident related to the leadership of the Defense Procurement Agency (DPA).

According to activists, the Ministry of Defense exceeded its authority by not renewing the contract with the current head of the DPA, despite the fact that the agency's charter provides for the creation of a Supervisory Board, which should make such decisions.

In accordance with the Law of Ukraine “On the Management of State Property Objects”, the authority to appoint and renew contracts with the heads of state enterprises actually belongs exclusively to the Supervisory Board.

Thus, the actions of the Ministry of Defense can be regarded as a violation of current legislation.

So far, the Ministry of Defense of Ukraine has not provided official comments on this issue. However, experts note that if the fact of abuse is proven, this may cause significant personnel changes in the department.
