Ukrainians to Expect Transparent Transfers: NBU to Instruct Banks to Disclose Recipient Data

The National Bank of Ukraine plans to change the procedure for making payments, making transfers more transparent and secure. According to the draft NBU resolution, Ukrainians will be able to receive full information about the recipient of funds even before the transfer is completed – even if it is a transfer to a card of another bank.

This was reported by URA-Inform, citing the NBU website .

The document stipulates that payment service providers must adapt to the new standards by October 1, 2025. This decision is aimed at increasing trust in financial transactions and protecting users from fraud.

“It's not just about security. People need to understand where and to whom exactly their money is going,” the NBU explains.

Banks will be required to indicate the full name of the payment recipient, as well as provide the payer with extended data before confirming the transaction. For legal entities, this will include the name, EDRPOU code and IBAN, for individuals – a unique identifier, account number or e-wallet.

The requirements for the structure of the payment instruction are also becoming more stringent. It must contain not only the date, amount and purpose of the payment, but also information about the commission, acquirer, payment terminal, and a full list of the recipient's details.

Particular attention is paid to online payments. Payment platforms and banks are required to disclose to the user in advance who the recipient is and what fees may be charged.

Thus, the new system will allow Ukrainians to avoid mistakes in transfers, reduce the risk of sending funds to fraudsters and improve financial literacy when using digital services.
