Analysts at the American Institute for the Study of War have concluded that Kremlin dictator Vladimir Putin wants to hold the negotiations on ending the war “hostage.” That is why Russia is making more and more senseless proposals.

They noted that, in particular, the Kremlin proposed discussions on the introduction of temporary governance in Ukraine under the auspices of the UN and a number of countries. Meanwhile, analysts noted, Russia seeks to continue its military offensive on Ukrainian territory.
“Putin is attempting to introduce a new demand into the debate on resolving the war that is linked to the Kremlin’s long-standing efforts to undermine the legitimacy of the Ukrainian government,” the Institute for the Study of War said.
They added that Putin's new demand for the creation of an interim government in Ukraine as a prerequisite for peace talks demonstrates how the Kremlin continues to “hold the negotiations hostage” and tries to demand additional concessions from the West after progress has been made in the current ceasefire talks.
“The Kremlin remains committed to its goal of continuing any negotiations on a temporary ceasefire on the front line or a permanent peace agreement in order to try to achieve gradual successes on the battlefield and create favorable conditions for Ukraine's full capitulation,” the analysts concluded.
