An entrepreneur from Kyiv organized a scheme through which he fictitiously employed people with disabilities. This made it possible to receive compensation from the state.
The Security Service together with the National Police tried to withdraw more than 1.3 billion UAH from the state budget as a refund of value added tax.

The organizer of the scheme turned out to be an entrepreneur from Kyiv, who fictitiously employed people with disabilities in his own companies. This allowed him to apply for tax benefits and receive compensation from the state.
To implement the scheme, the organizer attracted 15 controlled commercial structures in the Kyiv region, as well as in the Vinnitsa and Cherkasy regions. They looked for people with disabilities and, for a nominal fee, enrolled them in the company's staff. But in fact, they did not appear at the workplace. At the same time, the businessmen reported to the regulatory authorities that the privileged category of the population made up more than half of the staff of their companies.

Thus, businessmen received the right to compensation from the state budget of more than 1.3 billion UAH.
With 24 searches at residential addresses and workplaces of the defendants: mobile phones and computers were seized red-handed; documents and draft records confirming attempts to illegally refund VAT.
The investigation continues within the framework of criminal proceedings under two articles of the Criminal Code: Part 3 of Art. 209 (legalization (laundering) of property obtained by criminal means) and Part 2 of Art. 364 (abuse of power or official position).
The issue of informing the main defendant of suspicion and choosing a preventive measure is being decided. The investigation continues to establish all the circumstances of the crime. The perpetrator faces up to 12 years in prison with confiscation of property.
