The Ukrainian side filed a lawsuit alleging violation by Russia of two international conventions: on the fight against the financing of terrorism and the elimination of all forms of racial discrimination. The charges related to episodes from 2015-2017. According to the court's decision, Russia is guilty of violating the Financing of Terrorism Convention under Article No. 9. The International Court of Justice believes that the aggressor country has not fulfilled its obligations to investigate cases of terrorist financing, which Ukraine has repeatedly drawn attention to.

The court decided that terrorist financing concerns only the transfer of funds and does not extend to the provision of military equipment and weapons to militants.
