The man tried to escape from the establishment.
In the inpatient department of the territorial social service center of the city of Beregovo7 and the Transcarpathian region, they kept him for several years against his will.
This was reported by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets.
According to the victim, in December 2020 he was placed in the inpatient department of the center, where he was held against his will. Until March 2023, the pension was taken from the ward, however, he did not sign any statements about leaving or transferring payments to someone else.
The pensioner tried several times to escape from the institution.
“The staff caught the man and took away his means of transportation. In connection with this, the man had not been in the fresh air for more than two years. At the request of the ward to contact the law enforcement agencies, no one responded either. Moreover, the establishment was checked during this time by the National Social Service Service of Ukraine” , say the Office of the Ombudsman.
During the man’s next attempt to escape from the establishment, social workers caught him, but he managed to call the police.
When law enforcement officers arrived at the scene, the man told them about illegal content, however, according to him, there was no reaction.
As a result of checking the register of real estate in the ombudsman’s office, it was established that in January 2024 the man’s property was transferred to another person according to a gift agreement.< /p >
The documents were certified by a private notary, but the pensioner claimed that he did not sign any documents, and the person to whom his property was transferred is unknown to him.
“My representative contacted the regional prosecutor's office about identifying signs of a criminal offense She has already begun a pre-trial investigation. In order to prevent the alienation of the victim’s property, the property was seized by court decision,” notes the Ombudsman.
