<p>Also, UK intelligence believes that this law should be considered in the context of increasing anti-migrant sentiments that are being fuelled by some members of the Russian government. Especially when it comes to people from Central Asia.</p>
<p>“These sentiments and rhetoric have increased markedly since Russia's full-scale invasion of Ukraine in February 2022, likely as part of an attempt to establish additional sources of government legitimacy in the face of high casualty rates and declining living standards,” the department noted.</p>
