In Ukraine they plan to reform the Ukrainian Medical Commissions (VLC). A new approach allows you not to push the TCC, but also to prevent manipulation and malice.

Zokrema, the daily VLK system has two shortcomings. On the one hand, it allows consecrated persons to remain in the military service without legal representation. On the other hand, the system does not prevent the inclusion of ZSU chiefs especially with serious illnesses, which creates additional difficulties for the army.
“The reform will allow the division of military-medical decisions commissions on two sets of data – medical and administrative. Some doctors conduct medical examinations for VLK, and others analyze the anonymized results of these medical examinations,” according to inform.
In addition, now to pass the VLK you no longer need to go to the TCC. Vyskovozobov'yazan individuals can independently apply to the doctor, where they can undergo a medical examination. The data will be transferred to the Electronic Health System (EHS).
In the future, this data will be transferred to the medical information system of the ZSU, which will be modernized for this reform: technical capabilities will appear retrieve data from the ESOP and the electronic account of the VLK.
“The Military Medical Commission retrieves data about a person, gets acquainted with them, and makes its own administrative decisions. Anonymized data it's time to go to Vipadkova commission, whose members do not know whose documents they are looking at. It is difficult to manipulate and deceive,” explained the Ministry of Defense.
Also, after a skin solution, a digital trace will be visible – electronic signatures of both doctors and doctors of the VLK. will be saved. All this will simplify the verification and monitoring of the activities of the VLK by law enforcement agencies.
The reform will be carried out in three stages and may end as early as the fall of the year 2025.
