Investigators of the Nashi Dengi project discovered in the ProZorro system a contract from Ukrhydroenergo for anti-drone protection for the Dnipro HES worth UAH 4.36 billion, which was received by a little-known company.
The agreement was concluded without bidding, and most of the data on the purchase is hidden due to martial law. The construction of protective structures was entrusted to BK Adamant LLC, which is registered in Zakarpattia and belongs to Uzhgorod resident Roman Topazle.
The company's track record is not impressive: its greatest achievement previously was the reconstruction of a landfill in the Kiev region for 326 million hryvnia. Three more projects – a trauma line and anti-landslide structures in Kyiv and cities in Zakarpattia – are designated in ProZorro as active, that is, they have not yet been completed. But this did not stop Ukrhydroenergo from trusting this particular contractor.
Nashi Dengi notes that, in total, since 2022, Ukrhydroenergo has spent 19.83 billion hryvnia on orders for anti-drone protection and restoration of damaged hydroelectric power plants, and most of the deals were concluded without bidding and with estimates hidden from the public.
