The investigation established that the people's representative twice organized the illegal departure of his common-law wife's brother abroad – in 2022 and 2023.
Prosecutors from the Office of the Prosecutor General have sent an indictment to the court against a Ukrainian MP and his former assistant for organizing the illegal transfer of persons across the state border (Part 2 of Article 332 of the Criminal Code of Ukraine). The case materials indicate that this is Alexander Dubinsky.
The investigation established that the people's representative, together with his former assistant, who works as the head of a public organization, organized the illegal exit of his common-law wife's brother abroad in August 2022. He left Ukraine for the Republic of Moldova by car through one of the checkpoints.
As a basis for crossing the state border, the man provided documents entered into the “Put” system. Permission to leave Ukraine was obtained by order of the Vyshgorod District Military Administration with the assistance of the people's deputy and a public organization affiliated with him.
The “relative” himself, after crossing the border, actually found employment on a foreign sea vessel and did not carry out any transportation for the needs of the Armed Forces of Ukraine. He returned to Ukraine at the end of 2022 upon completion of the contract.
In 2023, under the same conditions, the accused again organized the illegal departure of this same “relative” abroad as a volunteer driver. Although they knew for sure that during his preliminary trip abroad the man did not transport any humanitarian aid.

As before, the relative of the common-law wife of the people's representative left Ukraine for the Republic of Moldova by car through one of the checkpoints, using identical documents from the KOVA based on a petition from a public organization.
The man, as instructed by the people's representative, must arrive in Chisinau and wait for further instructions on driving the MP's private car from the parking lot of the Chisinau International Airport to Vienna, Austria.
The “relative” took advantage of the scheme developed by the MP and his accomplice for the second time, after which he never returned to Ukraine.
