The government allowed the creation of the first postal bank in Ukraine: “Ukrposhta” will receive PINbank

The Cabinet of Ministers has adopted a decision that opens a new page in the history of financial services in Ukraine. The national postal operator Ukrposhta will receive shares of the First Investment Bank (PINbank), previously owned by Russian oligarch Yevgeny Giner, writes IZ with reference to Obozrevatel. This initiative will allow the creation of the first postal bank in Ukraine, which will provide access to financial services in remote settlements of the country.

PINbank was nationalized in 2024 after the decision of the Supreme Anti-Corruption Court, which confiscated the oligarch's assets to the state. The share of shares, which constitutes 88.89% of the bank's authorized capital, became the property of the state. At a meeting on January 28, the government transferred these shares to the Ministry of Infrastructure, which will subsequently transfer them to Ukrposhta. This decision will allow the postal operator to begin providing banking services.

According to experts, the main goal of creating a postal bank is to provide access to financial services for Ukrainians living in regions where there are practically no bank branches. The network of Ukrposhta branches covers all corners of the country, which will allow it to provide transfer services, account replenishment and payments even where there are no other financial institutions.

The idea of ​​acquiring a bank is not new. Back in 2022, Ukrposhta considered the possibility of acquiring Alpari Bank in order to expand the range of services for its clients. Director General Igor Smilyansky previously emphasized that the money confiscated from Russian oligarchs will now work for the benefit of the Ukrainian population.
