The First Deputy Director of the Kyiv City State Administration's Urban Development and Architecture Department was charged with forging and using forged medical documents. According to investigators, in 2022, he registered a fictitious disability status.
The Prosecutor General's Office reported that the official first went to the hospital for an examination necessary to obtain a disability group. But the doctor did not find any such diseases.
“Understanding that without an appropriate diagnosis, it is impossible to obtain disability benefits, the suspect forged the official form of the medical institution, using real details, and entered the data he needed about heart disease,” the prosecutor's office believes.
The Kyiv City State Administration official was notified of the suspicion
A year later, the official underwent a similar examination and again falsified the document.
“The official submitted false certificates to the specialized cardiology medical and social expert commission (MSEK), after which he was assigned the second group of disability until July 2025,” the statement added.
The first deputy director of the urban development department is Alexander Yastrubenko.
