Investigation checks reconstruction of six houses in Zaporizhia

The Infrastructure Restoration and Development Service of Zaporizhzhia Oblast is suspected of poor-quality reconstruction of six high-rise buildings. Violations of building codes, use of poor-quality materials, and overestimation of the volume of work performed were identified. As reported by IZ with reference to Vidbudova Zaporizhzhia, investigators are currently conducting a construction and technical examination, checking the compliance of the work performed with the design and estimate documentation. The contracting companies did not provide certificates of work performed, which became the basis for a court decision to request the necessary documents.

The total cost of rebuilding these buildings is 534.8 million hryvnias, and the contractors are construction companies from Dnipro and Poltava. The State Audit Service recommended checking the cost of the projects back in 2023, which allowed saving 21 million hryvnias after revising the estimates at two facilities. The court ordered the Restoration Service to provide contracts, working drafts, certificates of work performed, and documents on payment to the contractors, otherwise the investigation will receive a search warrant.

A previous audit has already revealed an overestimation of the cost of rebuilding houses on Zaporizhzhya and Kam'yanohirska streets. The reconstruction of other objects also raises questions, in particular regarding the compliance of the works with the approved projects. Requests for documents were ignored by the contracting companies, which may indicate concealment of violations. If the documents are not provided voluntarily, the investigators will receive a court order to forcibly extract the necessary information.
