RBC-Ukraine reports about this with a message sent to the head of the Ministry of Foreign Affairs (MZS) Andriy Sibiga at the hour of a strong press conference with Lithuanian colleague Kestusis Budris.
“The Ministry of Foreign Affairs on 28 December through diplomatic channels rejected the new text of the so-called agreement for mineral resources from the American side. Apparently, the Ukrainian side was ready to sign the previously requested framework agreement. “We have withdrawn the proposal for the development and apparently new text,” said Sibig.
I respect that Ukraine has its own legislation to process this type of documents. Apparently, necessary procedures have been put in place to begin completing internal necessary procedures.
“I also confirm to you that we have already decided to hold consultations with the American side in order to please the text. Having already completed one round of these consultations, the Ukrainian side is committed to drafting a document that would provide ample evidence national interests of both the United States and (Ukraine – ed.),” the minister said.

Zelensky later confirmed that the United States was proposing a new great benefit to Ukraine for rare earth metals.
