The UN's penny assistance for pensioners is partly humanitarian support, directly targeting the greatest differences in the faith of the population. By 2025, this program will no longer be relevant due to the difficult economic situation and the growing needs of elderly people. According to the Pension Fund, today there are over 10 million pensioners in Ukraine.

What kind of pensioners can get help?

Based on the updated criteria, pensioners who fall under the following categories can withdraw assistance:

  • who lives near combat zones;

  • who withdraws the state pension for 3250 hryvnia per month;

  • those who have not withdrawn penny assistance from international organizations since January 1, 2023.

The combat zones are designated by Order No. 309 dated 12/22/2022 of the Ministry for the Reintegration of the urgently occupied territories of Ukraine. The following areas are addressed:

  • Dnipropetrovsk,

  • Donetsk,

  • Zaporizhzhya,

  • Lugansk,

  • Mykolaivska,

  • Kherson,

  • Chernihivska,

  • Sumskaya,

  • Kharkiv region.

If a person does not meet one of the criteria, additional assistance is not withdrawn, and payments are also made if the pensioner no longer meets one of them.

In 2025, the number of people who can apply for assistance will include people with disabilities (from childhood) and children with disabilities. In a commentary to RBC-Ukraine, the Ministry of Social Policy stated that more than 130 thousand citizens will receive additional assistance by applying for the assistance program.

Amount of assistance and lines її nadanya

The amount of UN financial assistance to pensioners of Ukraine for whom the difference between the pension, which is actually deducted, amounts to 3,250 hryvnia. If the pension payment is 3,100 hryvnia, then the difference is calculated, so the amount of assistance will be 150 hryvnia.

Payments are made in addition to the state pension and are carried out by international organizations in cooperation with the Ministry of Social Policy. The money can be spent on a bank account or can be withdrawn for additional services of “Ukrposhti”.

The program will provide assistance until mid-2025. Additional assistance is covered for 6 months. In a commentary to RBC-Ukraine, the Ministry of Social Policy informed that payments will be made on a monthly basis. The total sum of money, which will be straightened out by UN structures, will be over 284 million hryvnia.

Where should you go for help?

The Ministry of Social Policy has stated that there is no need to bother with filling out an application. “There is no need to carry out daily activities to cancel payments to workers. It is carried out without submitting an application, according to the information available in government registers,” the Ministry of Social Policy commented to RBC-Ukraine.

The agency added that the lists of people removed are formed on the basis of the state’s registries, and the UN directly provides penny assistance to these people.

Any further assistance can be withdrawn from the UN

In addition to financial assistance, the UN and other international organizations implement a number of other programs to support pensioners in Ukraine:

  • programs for cost-free care of people who suffer from chronic illnesses;

  • humanitarian assistance in the form of food packages and essential goods;

  • social initiatives, for example, keeping an eye on summer people;

  • legal consultations before processing payments and withdrawing social guarantees.

Of particular note is the cooperation between the UN and the Ministry of National Unity, which is aimed at supporting the movement of Ukrainians, including pensioners. This initiative benefits not only from a penny payment, but also from living expenses, social adaptation and legal support.

Let us remember that the order ahead of the winter of 2024-2025 will expand cooperation with the UN and directly provide penny assistance to new categories of the population – individuals without the right to a pension, older children and children with disabilities.

From January 1, 2025, the Cabinet of Ministers will index pensions and, on average, increase them by 8.4%. In Bereznya, the Pension Fund directly allocated 67.4 billion hryvnias for the payment of pensions, which is 5.2 billion more, lower than in 2025.

During the preparation of the material, an exclusive commentary was provided to the press center of the Ministry of Social Policy, documents of the Ministry for the reintegration of the urgently occupied territories of Ukraine.
