From April 1, 2025, the Ministry of Defense of Ukraine has introduced the formation of conclusions of military medical commissions (VLK) in electronic format. As part of the reform, all resolutions that were previously issued in paper form will now be transferred to the register of conscripts “Oberig” automatically through the new electronic office of the VLK, IZ writes.
This reform completed the first stage of significant changes in the system of military medical commissions. Now information about fitness or unfitness for service will be promptly displayed in the mobile application “Reserve+”, which will significantly speed up the process.
Deputy Minister of Defense of Ukraine for Digitalization Kateryna Chernogorenko noted that thanks to the electronic format, citizens no longer need to personally submit the conclusions of the VLK to territorial procurement centers or wait for paper documents.
According to the department, during the transition period in March 2025, VLK employees registered in the electronic office and underwent training. The leaders in user activity were Dnipropetrovsk, Kharkiv, Vinnytsia, Lviv and Khmelnytskyi regions. An important part of this reform is also the introduction of electronic referrals to VLK through the “Reserve+” application, which allows military conscripts to submit requests and receive referrals directly to their smartphone without the need to visit the CCC.
The reform is part of the comprehensive digitalization of military medical examination, which is designed to make it as convenient, fast, and transparent as possible for citizens.
