Entrepreneur and co-founder of monobank Dmytro Dubilet has proposed a revolutionary approach to judicial reform in Ukraine. In a new post on his Facebook page, he outlined a five-step strategy for digitalizing courts and implementing artificial intelligence (AI) at all levels of justice, IZ writes.

The root of the problem is the human factor
Dubilet emphasizes that despite numerous attempts at reform, the judicial system remains ineffective due to corruption, low motivation, and poor quality of personnel. It is the human factor, in his opinion, that is the main obstacle to a fair trial. The solution is gradual automation.
AI as the future of justice
The reform proposed by Dubilet involves five stages:
- Complete digitalization of legal proceedings — converting cases into digital format to provide AI with access to information.
- Artificial intelligence training – based on the Constitution, laws, bylaws, and case law.
- Using AI as an assistant — initially as an assistant to judges, lawyers, and prosecutors.
- Process control — AI begins to record violations, signal to the relevant authorities, and make the process transparent.
- Gradual replacement of humans by AI — in simple and later more complex tasks, with control by humans and other AI.
From banks to courts
As an example, Dubilet cites the experience of his own international company, which builds digital banks and actively uses AI in customer support and credit scoring. He is convinced that the same principles can be adapted to the judicial system.
Justice without congestion
One of the main advantages of the proposed model is the elimination of “congestion” in the courts. AI will be able to consider cases much faster, which, according to Dubilet, will be a powerful boost for the economy and public trust.
” Perhaps not everyone will agree with the fifth stage, but there should be much less disagreement about the first stages. The introduction of AI is a chance to build a new judicial system in Ukraine, in which justice really works ,” he concluded.
