Ukrainian President Volodymyr Zelensky stated that the country’s delegation at the July 23 talks in Istanbul will focus on demanding an immediate and comprehensive ceasefire. This stance follows another wave of Russian attacks targeting critical infrastructure in the Sumy region, which left over 220,000 customers without electricity, reports Baltimore Chronicle with reference to the president’s official statement.

According to Zelensky, Russian drones struck energy facilities in the region, causing widespread damage. Throughout the day, the Minister of Internal Affairs and the Minister of Energy provided updates on the progress of infrastructure restoration.

The president emphasized that Ukrainians always find the strength to rebuild, but such attacks on civilian infrastructure require a decisive international response. Therefore, the Ukrainian delegation in Turkey will once again insist on the urgent need for a full ceasefire — especially an end to strikes on facilities essential to civilian life.
