Following the meeting of the “Coalition of the Willing” on Thursday, September 4, the presidents of France and Ukraine revealed key agreements regarding future security guarantees for Kyiv. The leaders also confirmed preparations for a possible meeting between Volodymyr Zelensky and Vladimir Putin with the participation of U.S. President Donald Trump, reports the Baltimore Chronicle.

French President Emmanuel Macron announced that 26 European countries have agreed to join post-war support forces in Ukraine. He clarified that foreign troops would be stationed in designated areas on land, in the air, and at sea, but not on the frontline. According to Macron, their presence is intended to prevent renewed aggression and send a clear strategic signal to Russia. He stressed that these troops would not fight against the Russian Federation but would serve to safeguard peace.

Ukrainian President Volodymyr Zelensky confirmed the agreement on the deployment of foreign troops in Ukraine. He noted that while discussions about troop numbers are ongoing, details remain confidential. Zelensky emphasized that the presence of international partners would include air, sea, and land security components.

Macron also stated that preparations are underway for a potential meeting between Zelensky and Putin with Donald Trump’s involvement. He underlined that allies are coordinating sanctions policy to increase pressure on Moscow and weaken its military machine. In response, Zelensky remarked that Russia is attempting to delay dialogue, for example, by inviting him to Moscow. He stressed that such high-level talks must bring tangible results, foremost the end of the war.

Addressing security guarantees, Macron highlighted that the foundation of Ukraine’s safety lies in its capable armed forces. He insisted that no restrictions on Ukraine’s military development can be part of any peace settlement. According to him, European partners are ready to provide not only weapons but also financial support and training programs for Ukrainian forces.

Zelensky added that the member states of the “Coalition of the Willing” have committed to specific guarantees, which include not only arms deliveries and funding but also the physical presence of troops to maintain stability after a potential ceasefire. He noted that Ukraine already produces about 60% of its own weaponry but still requires international assistance to scale up production.

The Ukrainian president also stressed that EU membership has been singled out as a separate guarantee of security. In his view, integration into the European Union provides essential political, economic, and geopolitical stability.

Macron concluded that U.S. support for the security package will be officially confirmed in the coming days. He emphasized that Washington, along with Canada, Asian partners, and other European nations, plays an active role in both civilian and military aspects of the process. He described the forthcoming guarantees as “concrete and effective.”
