At the end of last year, a meeting of representatives of the Russian Federation and the United States took place in Turkey, at the initiative of Moscow. Kremlin dictator Vladimir Putin proposed to Washington a “cease fire” in Ukraine, but the American authorities did not agree to this scenario.

Reuters, citing three sources in the Russian Federation, stated that at the end of 2023 in Turkey had an informal contact between representatives of the aggressor country and the United States. At the meeting, the Russian side voiced Putin’s proposal to “cease fire” in Ukraine, which was rejected in Washington, NBN reports.
The Russians expected that after the negotiations, high-ranking American officials would discuss the Kremlin dictator’s proposal on Ukraine, after which White House National Security Adviser Jake Sullivan will talk with Russian Presidential Administration Adviser on Foreign Policy Yuri Ushakov and determine further steps.
However, the call in January disappointed the Kremlin: Sullivan told Ushakov that Washington would not discuss the termination without representatives of Ukraine fire. The United States made it clear to the Russian leadership that they will not act behind Kiev’s back and push it to negotiate with Moscow.
Recall that Putin gave an interview to Tucker Carlson, in which he called on the United States to “start respecting the Russian Federation” and negotiate with her. ISW explained why the dictator agreed to talk with the American “journalist.”
