According to Anishchenko, the norm of the law on mobilization regarding the introduction of restrictions for “evaders” in driving vehicles , will not have the desired impact, since it will be easier for men to give up their car “than to go to the military registration and enlistment office [TCC/SP].”
The lawyer gave a simple example—an identical norm was previously established for citizens not paying alimony, and such a scheme did not work.
Anishchenko summarized:
We don’t have the “whip method” ;will work. It is necessary that changes be made to the legislation regarding the method of incentives.
