The day before, on October 8, the Armed Forces of Ukraine reported that the situation in Toretsk in Donetsk region is unstable, as Putin's army has entered the eastern outskirts of the city and continues to advance towards the central districts.

As reported by NBN with reference to the material of Radio Liberty, the head of the Toretsk city military administration, Vasyl Chinchik, stated that in this settlement of the Donetsk region, partially captured by the “liberators”, there remain more than 1,000 civilians who do not want to leave the combat zone.
According to Chinchik, we are talking about 1,200 civilians who do not intend to evacuate from Toretsk itself. These “refuseniks”, in groups of 5 to 15 people, regularly move around the territory of the community, despite the efforts of the National Police, military administration and rescuers sent to evacuate the population.
The head of the GVA added – within the perimeter of the Toretsk community there are no surviving buildings that were not damaged as a result of shelling, so the population has to stay in shelters. Also, in Toretsk there is no centralized water supply, electricity supply, or gas supply.
