Based on Sullivan's words, Kyiv needs “more work” to join the North Atlantic Alliance, primarily on reforms and “security conditions”. Biden's adviser believes that issues should be resolved regarding “how to build a bridge from where we are now to Ukraine's possible membership in NATO.”
Sullivan recalled that, following the NATO summit in Washington, it is also necessary to “institutionalize” the apparatus for supporting Ukraine's security.
