As NBN reports with reference to the X-account of the UK Ministry of Defense, such a deepening of the partnership between Russia and Iran was certainly provoked by the emergence of mutual interests in the spheres of security and economics, since these two states are forced to come closer after the invasion of the aggressor country into Ukraine.

According to British military intelligence analysts, Russia still feels dependent on Iranian military aid, since the war in Ukraine does not stop. However, since the level of mistrust between Moscow and Tehran remains, as does the tension in relations, judging by everything, these factors will prevent a significant expansion of such cooperation.

In particular, the January agreement is a component of a broader structure of cooperation between the Russian Federation and Iran in various areas, which stipulates the mandatory strengthening of bilateral ties in the areas of defense/security, economy, trade, transport, energy, technology, information security and cybersecurity.

At the same time, the Russian-Iranian treaty, unlike identical agreements with Pyongyang and Minsk, does not contain provisions concerning mutual defense, thereby only creating the legal prerequisites for strengthening subsequent cooperation between Iran and the Russian Federation, in some way formalizing existing and potential joint efforts, but:

…It is unlikely to become a significant impetus for the development of partnership or significantly expand the scope of their current cooperation.
