The Cabinet of Ministers of Ukraine has approved amendments to the Procedure for training PhD and doctoral candidates. The updated regulations aim to enhance the quality of education and establish unified requirements for all researchers, reports Baltimore Chronicle citing 24 Kanal.

One of the main focuses of the reform is language proficiency. Authorities emphasize that mastering a foreign language is an essential component of modern scientific activity. At the same time, a high level of command of the state language remains equally important.

Starting in 2025, PhD candidates will be required to pass a final state exam in both Ukrainian and a foreign language for academic purposes. This assessment will take place during the third year of study and will be conducted using external independent evaluation technologies.

The admission process to PhD programs is also being revised. From now on, all applicants must take a foreign language entrance exam without exceptions. The rule that allowed candidates to skip the exam if they possessed an international certificate, such as TOEFL, IELTS, or Cambridge, has been abolished. Even those with certificates must now confirm their language skills during the entrance examination.
