The text of the agreement on mineral resources has been agreed upon by Ukraine and the United States. It makes no mention of Ukraine's debts or of compensation for future aid.
The spokesman for the Ministry of Foreign Affairs of Ukraine, Georgy Tykhy, stated this in response to a question from RBC-Ukraine at a briefing.
“As a result of the work of the negotiating teams, it was possible to finalize the text. And the text of the agreement, in our opinion, became significantly better and was accepted for signing by Ukraine. In general, as a result of the joint work of the Ukrainian and American teams, the text of the agreement became much better,” noted Tykhyi.
According to the speaker, the government approved the possibility of signing and authorized officials to sign this agreement.
“It is very important for us that the text does not mention Ukraine's debt. Neither 500 billion, nor any other debts,” the MFA representative added.
In addition, according to Tikhy, it was possible to remove from the text of the agreement on fossil fuels the clause on compensation for future aid in the amount of $2 for $1.
“And it is also very important to use this fund (the Investment Fund for Reconstruction – ed.) jointly. Because Ukraine and the United States jointly manage this fund. This fund is filled in Ukraine and is used for Ukraine, for investing in the reconstruction of Ukraine,” Tykhyi emphasized.
The ministry representative added that this agreement is of a framework nature, it is the first step and the beginning of the process.
“I urge you not to perceive it as a final document, but as a framework that begins cooperation,” Tikhiy summed up.
Fossil Agreement with the US
Let us recall that on February 26, the Cabinet of Ministers of Ukraine approved the text of the framework agreement with the US government “On the establishment of rules and conditions for the investment fund for the restoration of Ukraine.” As Prime Minister Denys Shmyhal reported, the agreement contains six key points.
President Volodymyr Zelensky gave a positive assessment to this document. He also said that the next document will be more complex and will require ratification in the Verkhovna Rada.
And today, February 27, it became known who will sign the agreement on natural resources with the USA from Ukraine. The government authorized the First Vice Prime Minister – Minister of Economy Yulia Svyrydenko or the Minister of Foreign Affairs Andriy Sybiha to sign the agreement.
