The UN will pay additional pensioners in Ukraine in 2025: what amounts are we talking about

The Ministry of Social Policy, together with the UN, continued to provide financial assistance to pensioners.

Who exactly can receive this assistance, what amounts of payments are provided and how to apply – in the material of RBC-Ukraine.

UN cash assistance for pensioners is part of humanitarian support aimed at the most vulnerable segments of the population. In 2025, this program remains relevant due to the difficult economic situation and the growing needs of elderly citizens. According to the Pension Fund, today there are more than 10 million pensioners in Ukraine.

Which pensioners can receive assistance?

According to the updated criteria, pensioners who fall into the following categories can receive assistance:

  • who live in war zones;

  • who receive a state pension of less than 3250 hryvnia per month;

  • those who have not received financial assistance from international organizations since March 1, 2023.

Combat zones are defined by Order No. 309 of 22.12.2022 of the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine. Currently, such areas include:

  • Dnepropetrovsk,

  • Donetsk,

  • Zaporizhzhya,

  • Lugansk,

  • Nikolaevskaya,

  • Kherson,

  • Chernihiv,

  • Sumskaya,

  • Kharkiv region.

If a person does not meet at least one of the criteria, he will not receive assistance, and payments also stop if the pensioner no longer meets at least one of them.

In 2025, people with disabilities (since childhood) and children with disabilities were added to the list of those eligible for assistance. The Ministry of Social Policy noted in a comment to RBC-Ukraine that, in total, more than 130 thousand citizens will be additionally involved in the assistance program.

Amount of assistance and terms of its provision

The amount of UN financial assistance to Ukrainian pensioners this year will be the difference between the pension actually received and the amount of 3,250 hryvnia. If pension payments are 3,100 hryvnia, then the difference is calculated, i.e. the amount of assistance will be 150 hryvnia.

These payments are additional to the state pension and are carried out by international organizations in cooperation with the Ministry of Social Policy. The money is credited to a bank account or can be received using the services of “Ukrposhta”.

The program of this assistance is valid until mid-2025. The assistance is designed for 6 months. In a commentary to RBC-Ukraine, the Ministry of Social Policy reported that payments are made monthly. The total amount of funds that will be sent by UN structures is more than 284 million hryvnia.

Where to go for help

The Ministry of Social Policy noted that there is no need to apply anywhere to apply. “To receive the payment, recipients do not need to take any action. It is carried out without filing an application, according to the information available in state registers,” the Ministry of Social Policy commented to RBC-Ukraine.

The department added that the lists of recipients are formed on the basis of existing state registries, and the UN sends financial assistance to these people.

What other help can be obtained from the UN?

In addition to financial assistance, the UN and other international organizations are implementing a number of other programs to support pensioners in Ukraine:

  • programs for free provision of medicines for people with chronic diseases;

  • humanitarian aid in the form of food packages and essential goods;

  • social initiatives, such as care for the elderly;

  • legal advice on processing payments and receiving social guarantees.

Of particular note is the UN's cooperation with the Ministry of National Unity, aimed at supporting forcibly displaced Ukrainians, including pensioners. This initiative covers not only cash payments, but also the provision of housing, social adaptation and legal support.

Let us recall that on the eve of the winter of 2024-2025, the government expanded cooperation with the UN and sent financial assistance to new categories of the population – persons without the right to a pension, adults and children with disabilities.

Since March 1, 2025, the Cabinet of Ministers indexed pensions and increased them by 8.4% on average. In March, the Pension Fund allocated 67.4 billion hryvnias for pension payments, which is 5.2 billion more than in February 2025.
