According to Bloomberg, the United States and Russia are working on an agreement aimed at ending the war in Ukraine, which could formalize Russia’s occupation of parts of the Ukrainian territories captured during its full-scale invasion, reports Baltimore Chronicle, citing European Pravda.

Sources claim that American and Russian officials are negotiating territorial issues ahead of a planned summit between US President Donald Trump and Russian President Vladimir Putin, which could take place as early as next week. The United States is seeking support from Ukraine and European allies for this agreement, although it is still far from final approval.

According to the sources, as part of the deal, Russia would halt its offensive in the Kherson and Zaporizhzhia regions of Ukraine along the current frontline. However, the terms of the agreement are still under discussion and may change. It is unclear whether Moscow is willing to give up any occupied territories, particularly the Zaporizhzhia nuclear power plant.

The goal of the deal, according to sources, is to essentially “freeze” the war and pave the way for a ceasefire and technical talks on a final peace settlement. It remains unclear whether Putin will agree to a trilateral meeting with Trump and Ukrainian President Volodymyr Zelensky.

Many officials, particularly from the US, remain skeptical of Putin’s willingness to end the war and genuinely reach a peace agreement that does not compromise his stated goals in Ukraine. This is not the first report from sources following the visit of US President’s special envoy Steve Whitcoff to Russia, where he met with Putin. In particular, Polish outlet Onet reported that it had learned about the contents of an American proposal for Ukraine, which was presented to Putin during talks with Whitcoff in Moscow. The proposal reportedly included a provision on the de facto recognition of the territories occupied by Russia by postponing this issue for 49 or 99 years.
