In Ukraine, on January 1, 2024, changes to the Budget Code came into force, providing for the creation of a Decarbonization Fund.
The corresponding law was adopted in April 2023, Ukrinform reports.
According to the document, the Decarbonization and Energy Efficient Transformation Fund is being created as part of a special fund of the State Budget of Ukraine.
The sources of filling the fund are identified: environmental tax for carbon dioxide emissions from stationary installations; government borrowing to support energy efficiency and reduce carbon emissions.
The Decarbonization Fund will be used to finance government programs in the field of energy efficiency and increasing the use of renewable energy sources; payment of compensation under loan and leasing agreements concluded for the implementation of energy efficiency measures, the introduction of energy services, and the development of renewable energy sources.
As reported, the State Agency for Energy Efficiency and Energy Saving has begun developing programs for state support for the thermal modernization of housing and enterprises, which will work within the framework of the Decarbonization Fund.
