Cabinet of Ministers ignored citizens' needs
In the draft budget for 2025, the Cabinet of Ministers proposes to abandon the increase in the minimum wage and the subsistence minimum. This will affect the amount of social benefits.
This is stated in draft No. 12000.
In 2025, the minimum wage will remain unchanged. From January 1, 2025, its amount will be:
- 8000 UAH per month;
- 48 UAH per hour.
The explanatory note notes that this amount ensures the achieved level of guarantees, given the significant increase in 2024 (by 16% compared to 2023).
In 2025, the basic social standard, the subsistence minimum, will remain unchanged. From January 1, 2025, it will be:
- For one person per month — UAH 2,920;
- Children under 6 — UAH 2,563;
- Children from 6 to 18 — UAH 3,196;
- Able-bodied persons — UAH 3,028;
- Able-bodied persons (for judges, employees of government agencies, tax and customs authorities) — UAH 2,102;
- Able-bodied persons (for prosecutors of the district prosecutor's office) — UAH 2,102;
- Persons with loss of working capacity (minimum pension) — 2361 UAH;
- Persons with loss of working capacity (additional payment for living in radioactively contaminated areas) — 1600 UAH.
This indicator is the basis for determining state social guarantees in various areas.
In turn, People's Deputy Yaroslav Zheleznyak reported that expenses on the Rada TV channel were reduced from 198 million UAH in 2024 to 78.2 million UAH in 2025. At the same time, 1.5 billion UAH has been allocated in the budget for the telethon. Also, the national cashback was excluded from the budget for 2025.
Recall that the Ministry of Social Policy believes that the subsistence minimum is insufficient to cover human needs and proposes to replace it with basic social assistance. The new approach assumes that the size of the benefit will depend on the composition of the family.
Thus, the expert of the “Economic Discussion Club” Oleg Pendzin reported that in Ukraine a decision was made to “freeze” the subsistence minimum and the minimum wage for the next three years.
